Zusammenfassung

Der Neo-Funktionalismus ist zweifellos der Urvater der empirisch-analytischen (im Gegensatz zu den normativen) Theorien europäischer Integration. Er nimmt dazu die wesentlichen analytischen Elemente des Funktionalismus vor allem von David Mitrany auf (nicht zuletzt die „doctrine of ramification“, den konzeptionellen Vorläufer des „spill-over“), entwickelt diese zu einem Hypothesen generierenden Ansatz weiter, verwirft aber die normative Teleologie des Funktionalismus, insbesondere dessen strikte Begrenzung auf Kooperation in technischen, im wesentlichen apolitischen Fragen.
