Zusammenfassung

Die Diskussion darüber, ob die großen Wellen der Demokratisierung am Ende dieses Jahrhunderts erfolgreich waren oder ob ein erheblicher Teil in einem unbestimmten „Zwischen“ gestrandet ist, signalisiert einen neuen Pessimismus der Transitologie. Zu Beginn der 90er Jahre, als die osteuropäischen Demokratisierungen begannen, hat Guiseppe Di Palma das optimistische Paradigma formuliert: „(...), in sum, (...) democracies can be made (or unmade) in the act of making them.“ (Di Palma 1990: 8)
