Zusammenfassung

In keinem Land wurden mehr Regierungsformen, insbesondere des parlamentarischen Systems, erprobt als in Frankreich. Der Erfolg blieb ihnen aber in auffallender Weise versagt. Die Frage ist nun, ob dieses Resultat auf Abweichungen von der »reinen« Form dieses Systems oder auf gewisse Aspekte der sozialen »Materie« des Landes, wie etwa grundsätzliche soziale Heterogenität oder tiefwurzelnde nationale Charakteristiken, zurückzuführen ist.
