Abstract
The paper’s focus will be on job and career-oriented continuing education1 and its relevance for the economy. Other activities also legitimately associated with lifelong learning such as leisure-time activities or programs for the elderly will not be dealt with2.

According to the OECD-Report ‘Adults in Training: An International Comparison of Continuing Education and Training’ (by Philip O’Connell, The Economic and Social Research Institute, Dublin, April 1999) participation in continuing education is highest among employed persons, and career-orientation is clearly dominating any other motive in continuing education.
