Zusammenfassung
Der Erwerb staatsbürgerlicher Kompetenz stellt eine der Entwicklungsaufgaben dar, die Jugendliche zu bewältigen haben (Havighurst, 1953). Eine Voraussetzung für rationales politisches Urteilen und Handeln — für „Mündigkeit“, „Selbstbestimmung“, „Mitverantwortung“ als allgemeine Ziele politischer Bildung (z. B. Hilligen, 1975) — bildet das Verstehen staatspolitischer Strukturen und Organisationsformen.
