Zusammenfassung
Die deskriptive und analytische Erfassung der Entwicklung von Parteisystemen in den neuen Demokratien Mittel- und Osteuropas ist kein Thema, welches die Politikwissenschaft in einer irgendwie abgeschlossenen Form in wenigen Jahren bewältigen könnte. Vielmehr wird sie den Prozeß der Parteibildung über Jahrzehnte begleiten müssen, um zu befriedigenden Aussagen zu kommen. Die Langfristigkeit der Formierung von Parteisystemen mag erklären, weshalb bis zum heutigen Zeitpunkt noch keine einzige detaillierte vergleichende und von expliziten theoretischen Hypothesen angeleitete empirische Untersuchung von Parteibildungsprozessen veröffentlicht worden ist. Vielmehr beschränken sich die bislang vorliegenden Beiträge fast ausschließlich auf eine weitgehend theorielose impressionistische Deskription von Entwicklungstendenzen zumeist nur in einzelnen Ländern. Zum Teil jedoch erklärt sich der Mangel an Theorieangeboten auch aus der spezifischen Entwicklung der Disziplin „Osteuropastudien“, welche sich weitgehend von breiteren theoretischen Debatten in der politischen Komparatistik abgeschottet hatte und ein Dasein als politische Regionalwissenschaft mit vorwiegend idiographischem Charakter fristete.
