Der Wohlfahrtsstaat in der Globalisierungsfalle: Eine analytisch-konzeptionelle Annäherung

Zusammenfassung

Globalisierung wurde zum Schlagwort, ja mancherorts sogar zum Dämon der 90er Jahre und muß nicht nur in der tagespolitischen Debatte, sondern auch in der Wissenschaft fur vielerlei Entwicklungen als Erklärung herhalten, wobei häufig nicht einmal der Versuch unternommen wird, zu definieren, was unter Globalisierung zu verstehen ist. Einerseits wird Globalisierung dafür verantwortlich gemacht, daß wir gegenwärtig einen Paradigmenwechsel — „vom Wohlfahrtsstaat zum Wettbewerbsstaat“— durchleben (vgl. etwa Hirsch 1994; Jessop 1994; Narr und Schubert 1994; Schöni 1994). Auf der anderen Seite wird argumentiert, daß die Globalisierung bisher keine gravierenden sozialpolitischen Auswirkungen gehabt habe bzw. von einer Demon-tage des Wohlfahrtsstaates nicht gesprochen werden könne (vgl. etwa Esping-Andersen 1996; Garrett und Mitchell 1996; Pierson 1996). Eine dritte Strömung argumentiert, daß der Wohlfahrtsstaat gewissermaßen die Vorbedingung für die ökonomische Globalisierung darstellt (vgl. Rogowski 1990; Leibfried und Rieger 1995).

Eine frühere Version dieses Aufsatzes wurde im Sommersemester 1996 im Rahmen der Jour-Fixe-Reihe „Globalisierung und Wohlfahrtsstaat: Eine kritische Bestandsaufnahme“des Zentrums für Sozialpolitik der Universität Bremen vorgetragen.
