Frieden in Europa — Versagen der Institutionen?

Zusammenfassung

Haben die Institutionen europäischer Sicherheit versagt? Folgt man der öffentlichen Diskussion über den Konflikt im ehemaligen Jugoslawien, so drängt sich der Eindruck auf, daß zumindest die Medien diese Frage mit einem deutlichen Ja beantworten.1 Angesichts der Massaker in Bosnien, so die herrschende Meinung, wäre es zynisch, von einem „Erfolg“ der institutionalisierten Sicherheit in Europa zu sprechen.
