Zusammenfassung

Der Einsatz ausländischer Berater wird in den Partnerländern zunehmend hinterfragt. Auch mit Blick auf die im Vergleich zu lokalen Beratern meist hohen Kosten, die bei der Entsendung ausländischer Berater entstehen, wird die Frage nach der Effektivität solcher Einsätze gestellt. Die Frage nach dem Kosten-Nutzen-Verhältnis — also der Effizienz — wird von Moses Kiggundu und Bernard Dasah nur am Rande betrachtet. Im Mittelpunkt ihrer Überlegungen steht vielmehr eine Betrachtung der Faktoren und möglichen Strategien zur Erreichung der mit dem Einsatz verfolgten Ziele.
