Zusammenfassung
Technologie ist in der heutigen Welt ein Schlüsselfaktor. Die Allgegenwart von Technologie in der gegenwärtigen Gesellschaft bedeutet, dass die meisten der wichtigen sozialen, politischen, ökonomischen und der Umweltprobleme eine technologische Dimension haben. Allerdings ist der Status von Technologie in der Öffentlichkeit ein ambivalenter: Technologie wird nicht nur als Quelle von Lösungen angesehen, sondern ebenso als Verursacher von Problemen.

Manchmal werden diese auf verschiedene gesellschaftliche Gruppierungen und wirtschaftliche Sektoren zielende Politikaspekte mit Meso-Po-litik bezeichnet, und die auf die Gesamtwirtschaft eines Landes sich beziehenden Politiken als Makro-Politik. Wir fassen hier beide Politikaspekte unter dem Begriff “Makro-Politik” zusammen, vor allem weil in den meisten Ländern der Dritten Welt und Osteuropas diese begriffliche Unterscheidung wohl kaum ihre reale institutionelle Entsprechung in den Regierungsapparaten findet.
