Abstract
The 1990s saw the first indications of the spread in Japan of ‘flexible’ labor, a trend that still continues. ‘Flexibility’ in labor implies two perspectives — flexible availability and flexible usage of labor. The former mainly concerns the labor market, while the latter involves ways in which management may utilize labor. Management seeks to realize these two advantageous objectives, firstly via government legislation and then by means of a variety of management techniques.
