Zusammenfassung
Nach dem Zweiten Weltkrieg tauchte in den modernen westlichen politischen Systemen ein beunruhigendes Syndrom auf, dessen Intensität im Laufe der Zeit zugenommen hat, auch wenn es graduell in verschiedenen Ländern differiert: die Unfähigkeit der politischen Parteien und der Parteiensysteme (und die der öffentlichen Institutionen, die erstere aktivieren und in Gang halten sollen), sich sowohl dem raschen sozioökonomischen Wandel anzupassen, als auch effizient zu reagieren.
