Zusammenfassung
In den siebziger Jahren sind in der Rehabilitationspolitik — abgesichert durch eine Reihe von Gesetzen (AFG; SchwbG, RehaAnglG, RAG u. a.) — neue Akzente im Sinne vorausschauender und gestaltender Politik gesetzt worden. Neben Impulsen im Sinne ‘neuer’ Politik sind ‘alte’ Strukturen erhalten geblieben, d. h. die Praxis der Rehabilitation in der Bundesrepublik Deutschland wird durch das gegliederte System und das Subsidiaritätsprinzip auch weiterhin gekennzeichnet, Besondere Merkmale sind u. a.:

daß es kein einheitliches Rehabilitationsgesetz, sondern unterschiedliche Einzelgesetze (RVO, AFG, BSHG, SchwbG) gibt,
-
daß die einzelnen Träger bzw. Trägergruppen — Krankenversicherung, Rentenversicherung, Unfallversicherung, Bundesanstalt für Arbeit, Länder Kommunen, Verbände — relativ unabhängig sind und staatliches Handeln auf koordinierende Einflüsse, z. B. in Form des Rehabilitationsangleichungsgesetzes und Teilfinanzierungen von Einrichtungen der Rehabilitation, begrenzt ist,

daß die einzelnen Rehabilitationseinrichtungen unterschiedliche Träger haben, so daß auch von einer beachtlichen Vielfalt gesprochen werden muß.
