Abstract

Earth’s radiation equilibrium with the surrounding universe was reviewed in Section 2. The processes which determine the energy budget at the base of the atmosphere, that is, at the ground, were mentioned in Section 3, and the laws governing these processes were discussed in Sections 4 to 8. Knowledge of these matters is a prerequisite for understanding the state of the air near the ground, the changes taking place in it, and in the underlying surface.
