Zusammenfassung
Nahezu alle Studien über politische Partizipation beginnen mit der Behauptung, dass politische Partizipation und Demokratie untrennbar miteinander verbunden sind. „Any book about political participation is also a book about democracy“ (Parry et al. 1992: 3), „…the notion of political participation is at the center of the concept of the democratic state“ (Kaase und Marsh 1979: 28), und: „Where few take part in decisions there is little democracy; the more participation there is in decisions, the more democracy there is“ (Verba und Nie 1972: 1). Dahrendorf stützt sich zwar auf eine andere Definition von Demokratie — „…the institutional arrangement that regulates sociopolitical conflicts peacefully and permits the removal of governments without violence“ (2000: 311) — aber es ist selbstverständlich, dass der bürgerlichen Beteiligung auch in seinen Augen eine entscheidende Rolle zufällt, nämlich die, die genannten demokratischen Funktionen zu erfüllen. Die Vorstellung, dass bürgerliche Beteiligung eine wichtige Bedingung für demokratische Entscheidungsprozesse darstellt, wurde bereits von Perikles betont und ist durch seine Grabrede im Winter 431–430 v. Chr. überliefert. Folgt man Perikles, dann liegt der einzigartige Charakter der Demokratie in der speziellen Rolle der Bürger:
„Wir vereinigen in uns die Sorge um unser Haus zugleich und unsre Stadt, und den verschiedenen Tätigkeiten zugewandt, ist doch auch in staatlichen Dingen keiner ohne Urteil. Denn einzig bei uns heißt einer, der daran gar keinen Teil nimmt, nicht ein stiller Bürger, sondern ein schlechter …“ (Thukydides 1991: 142).
Jeder Bürger, der sich ausschließlich auf seinen eigenen Haushalt oder seine Geschäfte konzentriert, ist ein „schlechter“ Mensch. Viel später — aber prinzipiell auf derselben Idee basierend — argumentiert Benjamin Barber (1984 und 1995) entschieden für eine stärkere ‚partizipatorische‘ Demokratie als Alternative zu einer liberalen „thin democracy“ oder „politics as zookeeping“. Unter diesem Gesichtspunkt betrachtet, stellt das Engagement für Politik keine spezifische Aktivität dar — es ist ein integraler Bestandteil sozialen Lebens und für jedes Individuum essentiell.
