Zusammenfassung
Aktive Einheiten sind bei der Realisierung ihrer Ziele und Werte erfolgreicher als passive. Die beiden wesentlichen Determinanten dieses Unterschieds sind Art und Intensität der Zielbindungen solcher Einheiten einerseits und Prozesse, durch die diese spezifiziert werden, andererseits — d. h. die Qualität der gesamtgesellschaftlichen Konsensbildung und des EntScheidungsprozesses. Beide Prozesse bestimmen Die Substanz der gesellschaftlichen Ziele und Werte sowie die Methoden, mit denen der Aktor versucht, sie durchzusetzen. Konsensbildung wird weiter unten diskutiert (in den Kapiteln 17 und 18); hier behandeln wir den gesellschaftlichen Entschei-dungsprozeß (Kapitel 11 und 12).
