Zusammenfassung
In der nur zögerlich einsetzenden Debatte über die entwicklungs- und südpolitische Bedeutung der neuen Medien dominieren zwei unverbundene Perspektiven. Auf der einen Seite steht die Befürchtung, daß die theoretisch gegebene Offenheit der globalen Informationsströme an wirtschaftliche und soziale Voraussetzungen gebunden sein könnte, über die die Mehrheit der Entwicklungsländer nicht verfügt. Auf der anderen Seite steht die Hoffnung, daß die in Aussicht gestellte Überwindung des raumzeitlichen Kontinuums der Industriegesellschaft gerade auch den Entwicklungsländern ungekannte Chancen bietet.
