Zusammenfassung
Kommunikationspolitik1 gehörte in den Vereinigten Staaten bis zum Beginn der neunziger Jahre nicht zu den beherrschenden innenpolitischen Themen. In der öffentlichen Diskussion und auf der politischen Agenda tauchten Fragen der Regulierung von Massenmedien und Telekommunikation in der Regel nur dann auf, wenn ein konkreter Problemdruck bestand. Die weitgehende kommunikationspolitische Abstinenz hatte ihre Ursache nicht zuletzt im ökonomischen Erfolg des USModells: „Praktisch alle Teilnehmer an diesem Industriezweig erwirtschafteten Gewinn. Es gibt und gab nie eine ‘Krise’ im Kommunikationssektor der USA“ (Robinson 1995: 36). Vor dem Hintergrund einer starken libertären Tradition, die staatlichen Eingriffen in den seit jeher privatwirtschaftlich organisierten Kommunikationssektor ohnehin skeptisch gegenübersteht, sah die US-Politik darnit in den vergangenen Jahrzehnten kaum kommunikationspolitischen Handlungsbedarf.
