Zusammenfassung
Der durch die friedlichen Revolutionen im Herbst 1989 eingeleitete Wandel in den gesellschaftlichen Verhältnissen der Länder Mittel- und Osteuropas hat auch die Diskussionen über die europäische Einigung beeinflußt. Zuvor ging es im wesentlichen um eine vertiefte Integration der Länder Westeuropas. Das zeigt sich an solchen Stichw örtern wie “Einheitliche Europäische Akte”, “Europäischer Binnenmarkt”, “Politische Union”, “Projekt 1993”, wobei “Europa” synonym war mit “Westeuropa” bzw. den EG-Mitgliedsländern (vgl. Schäffner 1990a). Die beginnende Demokratisierung in den ehemaligen sozialistischen Ländern Europas entfachte neue Diskussionen, stellte manche Fragen in neuer Schärfe und führte zu Debatten um alte und neue Konzepte, z.B. die Idee eines “Europa vom Atlantik bis zum Ural”, die Kontroverse “Vertiefung” vs. “Erweiterung” in der EG, die in der NATO entdeckte “Sicherheitspartnerschaft”.
