Zusammenfassung
Es hat stets zu den reizvollsten Herausforderungen quantitativer Wirtschaftsforschung gehört, Einkommens-und Handelswirkungen der multilateralen Zollsenkungen im Rahmen des GATT rasch, gelegentlich bereits vor Abschluß der eigentlichen Verhandlungen, abzuschätzen und zu veröffentlichen. Dies geschah nicht allein aus erkenntnistheoretischen Gründen heraus, sondern auch im Auftrag der am Abschluß interessierten Institutionen beziehungsweise der wichtigsten Verhandlungspartner. Dahinter stand die Absicht, der Kritik der von der Marktöffnung negativ betroffenen Interessengruppen gegen zu großzügige “Zugeständnisse” zu begegnen und stattdessen den Gedanken der “win-win” Strategie zu verbreiten: Marktöffnung kommt allen zugute, nicht allein den Konsumenten, sondern auch den Arbeitsplatzbesitzern, Arbeitssuchenden und Kapitaleignern dadurch, daß bestehende Ressourcen Zugang zu effizienteren Verwendungen finden und neue Ressourcen mobilisiert werden.
