Zusammenfassung
Die Reformstaaten Mittel- und Osteuropas erlebten in den zurückliegenden Jahren bei den Zuflüssen ausländischer Direktinvestitionen eine rapide Zunahme (vgl. Abschnitt 1). Zur Erklärung dieses Befundes lassen sich verschiedene Theorien heranziehen. Deren Schlussfolgerungen weisen im Kern in eine Richtung: Wird für spezifische Charakteristika direktinvestierender Unternehmen und für die Vorteile von Direktinvestitionen gegenüber anderen Formen der internationalen Wirtschaftstätigkeit kontrolliert, üben die Standortgegebenheiten in den Gastländern einen maßgeblichen Einfluss auf Direktinvestitionsströme aus. Dies folgt nicht nur aus der Theorie der unternehmerischen Standortwahl, sondern auch aus neueren außenhandelstheoretischen Überlegungen und aus Erwägungen, die auf der Theorie der Unternehmung aufbauen (vgl. Abschnitt 2). Eine Konfrontation dieser theoriegestützten Hypothesen mit aggregierten Daten zu Direktinvestitionen in Mittel-und Osteuropa hat verschiedentlich bereits stattgefunden.123 Bei aller Unterschiedlichkeit in den methodischen Ansätzen und in der Auswahl der verwendeten Daten bekräftigen die hierbei gefundenen Ergebnisse die theoretischen Überlegungen. Bestätigt wird auch, was aus anderen Zusammenhängen124 bereits bekannt ist: Beim Zufluss ausländischer Direktinvestitionen kommt den Bedingungen an den Standorten in den Gastländern eine überragende Bedeutung zu. Von den drei Ursachenkomplexen, die laut DUNNINGs “Eklektischer Theorie” eine Entstehung von multinationalen Unternehmen und von Direktinvestitionen im Ausland begünstigen, nehmen vom empirischen Standpunkt aus die standortspezifischen komparativen Vorteile eine Sonderstellung ein. Während die unternehmensspezifischen komparativen Vorteile und die Internalisierungsvorteile lediglich notwendige Bedingungen für Direktinvestitionen im Ausland darstellen, können die Standortvorteile auch als hinreichend determinierend angesehen werden. Diese können Mängel bei den beiden übrigen Bedingungskomplexen im Einzelfall mehr als aufwiegen. Die ökonomischen, politischen, rechtlichen und sozialen Rahmenbedingungen einzelner Standorte und der dort jeweils verfügbare Stand der Technik bedingen zu großen Teilen die internationale Verteilung der Produktion und der Direktinvestitionen.
