Zusammenfassung

Die innenpolitische Situation des Irak (I.) war 2004 von der grundsätzlichen Frage bestimmt, ob das Land in Terror und Chaos versinkt, oder ob der am 15.11.2003 zwischen Besatzungsmacht (Coalition Provisional Authority, CPA) und irak. provisorischem Regierungsrat (Interim Governing Council, IGC) ausgehandelte Plan (Bagdadabkommen) der politischen Rekonstruktion I.s gelingt. Organisatorisch bestimmte ein Ableger al-Qa’idas unter Führung Abu Mus’ab al-Zarqawis die Terrorszene, ergänzt durch andere Gruppen des internationalen sunnitischen „Jihadismus“, der bestrebt ist, I. zum Schauplatz des Kampfes zwischen dem Westen und dem Islam zu machen (IHT, 12.10.). Folgerichtig richteten sich die Attentate in erster Linie gegen die Besatzungsmächte im Allgemeinen, und die USA im Besonderen. Allein im April starben mit 118 GIs mehr Soldaten, als im eigentlichen Krieg zwischen 20.3. und 1.5.2003 (AicN, 29.4.). Viele der Getöteten konnten aber nicht eindeutig als Terroropfer klassifiziert werden, sondern sie fielen im Kampf mit dem zähen Widerstand gegen die USA als Besatzungsmacht. Unter den zivilen Opfern des Terrors erreichten die vier amerikanischen Geschäftsleute, die am 31.3. in Falluja ermordet und danach öffentlich verstümmelt wurden, das größte Medienecho (WP, 1.4.).
