Zusammenfassung

Der Europäische Rat von Kopenhagen beschloss 1993 die Osterweiterung der Europäischen Union. Vorangegangen war eine Periode interner Uneinigkeit, ob und wann eine Erweiterung stattfinden sollte (Hoffmann 1993: 140; Deubner 1999: 93). Auch wenn in Kopenhagen das grundsätzliche „Ja“ zur Aufnahme neuer Staaten fiel, waren weder ein Zeitrahmen noch eine umfassende Strategie für das „Wann“ und „Wie“ einer Erweiterung vorhanden.
