Legitimes Regieren in der EU. Eine kritische Auseinandersetzung mit dem Weißbuch zum Europäischen Regieren

Zusammenfassung

„Die Demokratie in der Europäischen Union vertiefen“: So lautete im Entwurf (Kommission 2001a) der programmatische Untertitel des Weißbuches der Kommission zum „Europäischen Regieren“ (Kommission 2001b). Die Ankündigungsrhetorik und ein ambitiös angelegtes Konsultationsverfahren sorgten dafür, dass dem Mitte 2001 vorgelegten Weißbuch große Aufmerksamkeit zuteil wurde. Wenig später bereits drängte sich dann allerdings der Eindruck auf, dass das von ihm erzeugte Echo nicht nachhaltig sein werde. Auf den ersten Blick erscheint die Erklärung als plausibel, dass das Weißbuch in den Windschatten der Verfassungsdiskussion geriet, die nur einige Monate danach mit der Erklärung von Laeken1 und der Arbeitsaufnahme des Verfassungskonventes einsetzte. Die These dieses Beitrages ist, dass der eigentliche Grund im Weißbuch selbst und seiner Darstellung gegenüber der Öffentlichkeit zu suchen ist. Es wurde ein schillerndes Produkt geschaffen, das keinen eindeutigen Kristallisationspunkt für die Debatte bietet. So facettenreich wie die Argumentation im Weißbuch ist, so disparat sind die Aspekte, die in der wissenschaftlichen Diskussion aufgegriffen wurden. Spiegelbildlich dazu ist die Reaktion der für das Weißbuch Verantwortlichen; sie beurteilen die Interpretationen der Wissenschaft als „widersprüchlich“ und „irrig“.2
