Zusammenfassung

Das Abkommen über das Verbot von Antipersonenminen (APM) kann als ein Novum in der internationalen Politik bezeichnet werden. Abseits der Institutionen und Konventionen traditioneller Diplomatie entschlossen sich Mitte der 90er Jahre über 120 Staaten, Organisationen und ca. 1200 Nicht-Regierungsorganisationen (NRO) dazu, innerhalb kürzester Zeit ein Abkommen auf den Weg zu bringen, das diese Waffen endgültig vom Schlachtfeld verbannen soll.

Antipersonenminen sind neben Antipanzerminen eine spezielle Form von Landminen.
