Abstract

The main purpose of this chapter is to provide an overview of the acknowledged phenomenon of the modernization of State aid regulation and to stress its complexities in order to give the reader a better understanding of the practical relevance of this volume. Beyond the official modernization process, it is also necessary to take into account external factors—other than the EU regulation—that influenced the modification of the State aid concept, that is, the policies of the European Commission, the enforcement difficulties encountered by the Commission and the case law of the European Court of Justice. The chapter at hand also introduces the other chapters and tries to sketch out a common thread for the volume.
