EU CBRN Centres of Excellence Effective Solutions to Reduce CBRNE Risks

Abstract

The EU CBRN Centres of Excellence (CoE) initiative was launched in 2010 by the European Union, in line with its commitment to promote a culture of CBRN security and safety within the EU and internationally. The EU CBRN CoE provides a platform for voluntary regional cooperation on all CBRN-related hazard issues, be it of criminal (trafficking, terrorism), natural (pandemics, volcanic eruptions) or accidental origin, under the EU Instrument Contributing for Stability and Peace. Currently 58 partner countries work together to identify risks, gaps and needs and give input on the activities to be implemented.

The success of the EU CBRN CoE is based on a permanent network of national focal points and national teams, organised around regional secretariats and providing the backbone to the exercises mentioned above and to the implementation of regional projects (66 projects in total, currently around 25 projects ongoing). These permanent structures provide a forum of discussion of CBRN topics which is not depending on the life cycle of the projects; there are regular meetings (locations alternating between the CoE regions and Europe), which create an environment of trust and open sharing, reinforce the bottom-up characteristics of the initiative and contribute to the visibility and maturity of the network and to the excellent level in the technical discussions that take place at these events. In addition, investment is being made to supply the regional secretariats with on-site technical assistance in CBRN, by means of specific long-term projects to deploy permanent EU experts in each region.

It is an “Invited paper” and Dr. Goulart was an “Invited speaker” of the conference.
