After the Storm: An Analysis of Gambling Legislation in Poland and Its Effects

Abstract

Gambling issues had been absent from public debate in Poland for decades. In 2009, however, gambling became the background of a political scandal that involved several government representatives. Restrictive measures in gambling policy were introduced when problem gambling figured marginally among public health issues. The aim of this chapter is to analyse the legislative changes introduced in 2009. The later response to the political scandal, its impact on the extension of state monopoly, restrictions of availability of gambling and advertising practices is also considered. The rationale for state intervention was consumer protection and the prevention of criminal activities as well as mitigation of consequences of the political scandal. However, in 2016, the government decided to relax previous regulations and extend the state monopoly.
