Abstract
This chapter examines the process by which indigenous communities of the Peruvian Amazon engage in REDD+ focusing on the mechanisms for local representation and the changes in rules and institutions brought by REDD+. Using two case studies, the author explores the risks of REDD+ reproducing and worsening exclusion, inequality, and elite capture through the imposition of tighter rules for social order and resource access. The author also draws attention to the potential negative effects of project interventions that seek to be apolitical, which can end up legitimizing non-democratic practices. The chapter concludes by highlighting the need for social protections for the most vulnerable, who are at risk of losing important assets and freedoms as well as citizenship and belonging in their communities.
