Abstract

This paper discusses which factors are favorable or inhibitive to the implementation of innovation as a motivator of labor motivation, through a study of the perceptions from people internal and external to the public organization, with the purpose of promoting the valorization of the public server. The model considered will be based on the open innovation concept. After analyzing the results obtained with the application of a questionnaire, the State Department of Planning, Budget and Management of the Federal District (SEPLAG) received suggestions for actions to motivate the manager to implement the innovative profile presented in the research results and to broaden the theme in the public service.
