The conversation with the sovereign and the architect of the Observatory happened when Cassini had just arrived in Paris and could not communicate properly in French. His little success in expressing his doubts, therefore, should not be very surprising. His point, however, was quite simple and clear: the Observatory of the Science Academy was a majestic building, more apt to convey the grandeur of the French nation, than to achieve its nominal purpose, since its architecture was rather an obstacle to efficient astronomical work.
