Abstract
Ken Westlake explores the development of environmental regulation for high-risk materials and hazardous wastes via three key drivers, namely incident response; global and local environmental concerns; and environmental policy and strategy. In moving from nineteenth-century controls such as the Alkali Act of 1863 to modern-day controls such as the IPPC Directive, he explores the influence of events at Seveso, Bhopal, Tianjin and Buncefield amongst others, on key controls, such as the EU Directive on the control of major-accident hazards involving dangerous substances and the related UK COMAH Regulations. Rachel Carson’s Silent Spring and the indiscriminate dumping of chlorinated hydrocarbons at sea provide colour to emphasise the need for targeted and enforced environmental controls as part of a sustainable development approach to regulation.
