Abstract

This study aimed to analyze the competitiveness and comparativeness of sugarcane farming in Bantul Regency and to understand the effect of government policy on sugarcane competitiveness. Policy analysis matrix (PAM) was used to conduct this research. Result showed PP score (IDR16,627,258.33) and PC score (0.51). SP score (IDR3,632,627.52) suggested that sugarcane was economically profitable, and DCR score (0.82) showed that to generate unit output on social price, it has to sacrifice 0.82 domestic input cost on social price. Sugarcane farming in Bantul needed government to protect their production. Those were shown by (a) EPC score of 1.67 suggesting the farmer needed 67% government protection of economic value added so that they could survive in the international competition, (b) NPCO score of 1.46 suggesting that output transfer from consumers to producers has already occurred, and (c) NPCI score of 0.44 suggesting that sugarcane farmer gained lower input price than the actual price of 44%.
