A Portrait of a Resilient, Healthy City: Terrorism Threats, Urban Risks and Resilience

Abstract

The aim of deeply understanding the relationship between terrorism threats and the multiple forms of terrorism resilience , both for prevention-preparedness and response phases, has been achieved with a collection of eight interviews with experts in the fields of security, immigration and crisis and disaster management.

The interviews with the experts give worthwhile insights on the city of Milan and its own vulnerabilities and risks. Their accounts reveal an interesting vision, both at a professional and personal level on the situation in Milan, reflecting on the causes and motivations that can lead to terrorism threats and a potential terrorist attack.

They also show us the importance of coordination among the different institutional agencies used for the monitoring of criticalities, the prevention and preparedness activities as well as the crisis or disaster management.

What needs to be contemplated are the sociological and anthropological matters emerging from these portraits and their interconnection with the existing security policy, its legal framework and the impact that they have on the societal life.

The peculiarity of this collection is the perception and its interpretation of facts and situations that have happened in the city of Milan : professional interpretation of terrorism threats and their sociocultural motivations make us aware about what will be the future of terrorism studies and resilience approaches from a sociological perspective.

Furthermore, these interviews are considered the methodological background for an interpretative social model of terrorism resilience .
