Abstract

Broadly speaking, four points are made in this essay, (1) Performance-based management in public administration is a welcome articulation of the philosophy of pragmatism. (2) The spread of this idea can lead to significant improvements in the quality of public administration and in the quality of life of ordinary citizens provided that it is combined with progressive substantive political, economic, social and environmental theory. (3) I doubt that a purely or even a primarily market-oriented theory would be progressive enough to be sustainable or worth sustaining in the long run. (4) I doubt that what is worthwhile about the introduction of performance-based management into public administration and government in general requires a whole “new and different type of manageriality in public administration’’.
