Abstract

This chapter analyses the main implications of food self-reliance strategy aimed to reduce dependency on food imports and revitalize domestic agriculture within the WTO framework. Main findings confirm that potential, economic and social impacts from increased self-reliance are expected in terms of economic growth, foreign exchange savings, poverty reduction and job creation. Meanwhile, main disadvantages of food self-sufficiency strategy are related to significant public expenditures and development of public policies that are needed in order to improve the current level of domestic agriculture and ensure consistent supply of high-quality local crops. Analytical review of the main disadvantages and advantages of food self-reliance strategy suggests that social and economic advantages are prevailing over associated costs, and this strategy will not be distortive within the WTO international trade framework.

Sustainable food value-chain is the full range of farms and firms and their successive coordinated value-adding activities that produce particular raw agricultural materials and transform them into particular food products that are sold to final consumers and disposed after use, in a manner that is profitable throughout, has broad-based benefits for society, and does not permanently deplete natural resources (FAO 2014b).
