Abstract
The German media landscape is going through a period of unprecedented upheaval, although this chapter shows that the traditional news media markets are still relatively stable and are generally very profitable. It shows that Germany still has one of the most diverse and multi-faceted traditional news media landscapes. Due to its federal political system, Länder (federal states) play a strong role in the development of media legislation and policies. They offer programs for strengthening the innovation activities of companies and areas. The (open) technology programs of Länder very much consider their economic and innovative potential. In the last decades, the innovation policy programs were mainly focused on regional development and infrastructure projects.
