Abstract
Imihigo, a “Home Grown Solution”, is one of Rwanda’s most prominent country systems. However, the questions of whether and how to align development cooperation with Imihigo have, up until now, neither been explicitly raised by the GoR nor by development partners in Rwanda. Indirectly development partners are supporting the implementation of Imihigo activities through the provision of funds.
