Measuring Switzerland’s Differentiated Integration

Abstract

In this chapter, Jenni introduces the term integration quality, presents the empirical data, and provides an overview of the development of Switzerland’s differentiated integration over time. In line with the recent literature, Jenni defines external differentiated integration as the extension of EU rules to non-member states. She distinguishes between the substantive and the legal integration quality of rule extensions. The units of analysis to measure the integration qualities of Swiss European policies are changes to sectoral agreements or federal laws, which are manually coded based on official documents. This chapter shows that Swiss European policies were often substantively close to EU law but less often legally tied to the EU. The frequency of sectoral agreement reforms has been increasing since 2004, whereas the frequency of the incorporation of EU rules into domestic legislation remained more or less stable.
