‘Successful’ Disintegration: The German Security Community

Abstract

This chapter is concerned with the formation and subsequent disintegration of the German Confederation. It builds a historical narrative showing how the established normative order of the German pluralistic security community was gradually replaced by a new normative order among the German states following the external ‘shock’ of liberal-democratic revolutionary change in Europe. The case of norm erosion in the German security community exposes norm conflicts between a group of transnational norm challengers and norm leaders, on the one hand, as well as normative conflict among the norm leaders themselves (in particular the two core states, Prussia and Austria), on the other hand.

    The main founding treaties of the German Confederation were the German Federal Act of 1815 and the Vienna Final Act of 1820.

    ‘(T)he individual Confederal states are obliged on their part neither to cause such injuries nor to inflict such (harm) on foreign states’ (Art. 36, Vienna Final Act).

    The term ‘Pre-March’ describes a social movement as well as the period in German history between 1830 and 1848. Its name results from its role as a precursor to the March revolution in Germany in 1848.

    Article 28 states that ‘(w)hen public peace and legal order are threatened in several Confederate states by dangerous associations and attacks, and the only way this can be countered is through co-operation of the whole (Confederation), then the Confederate Assembly is authorized and called upon, after previous consultation with the governments threatened in the first place, to discuss and conclude such disciplinary measures’.
