Abstract

American cartoonist and writer James Grover Thurber once said, “Let us not look back in anger, nor forward in fear, but around in awareness.” President Ronald Reagan had long recognized the vital importance of communications technology and information sharing as he said in June 1989 after having served two terms as the President of the United States [1]: Information is the oxygen of the modern age.
