Abstract

In 1993, the same year the Buenos Aires concession was signed, President Fidel Ramos of the Philippines spoke of a “water crisis” in the capital city of Manila, an announcement that came as a surprise to many of the city’s residents, who were not aware of any such crisis. While the utility was in poor shape, people had become used to its mediocre performance, and it had not been an issue of public concern until the President brought it to the forefront.
