Abstract
Kinetics of gases and plasma is described by the Boltzmann kinetic equation, and the expression for the collision integral of electrons is represented for cases where electron-atom collisions or electron-electron collisions dominate. Depending on the relation between these collision integrals two different regimes of plasma evolution are possible.
