Compliance Mechanism as a Tool of Prevention?
Many initiatives have been engaged by sports organizations as a means of providing governance in the area of preventing sports corruption. However, these initiatives, which resemble and are in fact taken from, comparable initiatives in corporations, are compliance initiatives that are usually part of a more comprehensive governance scheme that includes these internal initiatives and external oversight. While it is clear that governance measures alone cannot prevent match-fixing (criminal laws, penalties, disciplinary measures, etc. – must also play a role), it should also be understood that the ad hoc compliance initiatives alone without a comprehensive governance scheme will only have limited effect in aiding the prevention of match-fixing. This chapter considers these compliance initiatives by exploring limitations, and exposing what is lacking. An examination of sport as an organization as well as the core principles of organizational governance, good governance and sports organization governance, will also be discussed. In an effort to establish some form of critical oversight and accountability, this chapter goes further to explore the use of accreditation (and certification) and licensing, as tools to reinforce existing compliance initiatives and form part of a more comprehensive governance strategy in efforts to help prevent match-fixing.
