Abstract
In early 1992, Basle became the first region in Europe to introduce emission trading. Emission credits1 are intended to help industry cut environmental protection costs and to better achieve the goal of environmental protection. Until today, however, emission trading has existed mainly on paper. The theoretical possibilities of cost-savings for industry have not been taken advantage of in practice.
