Cost-Benefit Analyses of Climate Change

Abstract

The following discussion debates the issues involved in the longer-term analysis of the energy system in the stricter sense (i.e. excluding transport and nonenergetic energy consumption), and the possibilities of reducing energy-related CO2 emissions. Three pivotal questions shall be addressed. (1) Which technological options are available to climate protection policy? (2) Is the further propagation of risks, e.g. the acceptance of more nuclear risks, inevitable if the world’s climate is to be protected? (3) Is it possible to finance a risk-minimizing energy strategy that avoids both the risks inherent in harnessing nuclear power and those posed by climatic changes?
