Zusammenfassung
Es werden über einen langen Zeitraum hinweg enorme Ressourcen benötigt werden, um die ehrgeizigen Aktionspläne zu verwirklichen, die auf den Weltgipfeln zwischen 1990 und 1995 verfaßt wurden. Es ist bislang selten vorgekommen, daß die finanziellen Auswirkungen solcher multilateraler Richtlinien und Empfehlungen realistisch eingeschätzt wurden. (Bisher wurden die vorhersehbaren Kosten für die Gesellschaften in deskriptiven, nichtoperationalen Begriffen beschrieben. Auch wurden potentielle Überschneidungen oder Redundanzen nicht berücksichtigt.)
Es geht nicht sosehr um Norden gegen Süden. Meinem Verständnis nach geht es um die vereinte Unterdrückung des Südens des Nordens und des Südens des Südens durch den Norden des Nordens und den Norden des Südens.
