Die volkswirtschaftlichen und sonstigen Auswirkungen des Bevölkerungswachstums werden nicht erst seit den letzten dreißig bis vierzig Jahren diskutiert, sondern waren schon vor über 200 Jahren ein Thema, das seine Popularität durch die Publikationen von Thomas Malthus erlangte.

Simon konzediert jedoch »kurzfristige« Schwierigkeiten, die er auf eine Zeitspanne von 30 bis 80 Jahren veranschlagt, meint jedoch, daß diese schließlich überwunden würden. Dabei unterschätzt Simon meines Erachtens nicht nur die von Myrdal so eindringlich beschriebenen kumulativen negativen Sekundärwirkungen eingetretener Verschlechterungen, sondern auch die Tatsache, daß eine sich verschlechternde Ressourcenbasis weitere wirtschaftliche Entwicklung erschwert, wenn nicht verunmöglicht. Wenn das in Simons »kurzer Frist« eintretende zusätzliche menschliche Elend durch eine angemessene Bevölkerungspolitik vermieden werden kann, so ist dies aus der Sicht meiner Werturteile schon allein von so großem intrinsischem Wert, daß entsprechende Maßnahmen den Charakter sittlicher Forderungen bekommen.

Allerdings tragen in der Dritten Welt auch die Altersgruppen 0–15 und 65 und älter zum Familieneinkommen auf unterschiedliche Weise bei.

Unter »externen Kosten« versteht man Kosten, die der Gesellschaft und zukünftigen Generationen aufgrund von Umweltbeeinträchtigungen und des Verbrauchs nichterneuerbarer Rohstoffe entstehen, ohne daß sie im Rechnungswesen von Unternehmen oder in der Wirtschaftsrechnung privater und öffentlicher Haushalte als Kosten auftauchen. Die Ursache der Entstehung von externen Kosten ist darin zu sehen, daß die Wirtschaftssubjekte ihre eigene Lage (kurzfristig!) verbessern können, indem sie der Gesellschaft und späteren Generationen diese Kosten aufbürden. Das Aussterben von Arten war schon immer eine Begleiterscheinung der Evolution, aber die Geschwindigkeit und das Ausmaß haben sich durch Waldzerstörung, zunehmende Umweltbelastung und andere Veränderungen des Lebensraumes bedrohter Arten dramatisch erhöht: Während in der Urzeit schätzungsweise eine Art pro Jahrhundert verloren ging, war es beim Eintritt in das zwanzigste Jahrhundert bereits eine Art pro Jahr.
