Abstract
The rapid and pervasive evolution of internet technologies has left an indelible imprint on our lives, profoundly impacting not only economic and social realms but also the landscape of diplomacy and foreign policy. This transformative shift has ushered in the era of “digital diplomacy,” where the fusion of internet-related technologies and diplomatic practice is reshaping international relations. Leading this paradigm shift is the USA, notably through its 21st Century Statecraft initiative, which emerged in the late 2000s. However, the landscape of digital diplomacy has been subject to fluctuations influenced by changing administrations, resulting in shifting perceptions and policy approaches. This chapter provides a comprehensive exploration of the pivotal policies and initiatives spearheaded by the USA in the realm of digital diplomacy. It delves into the multifaceted dimensions of this innovative diplomatic approach, shedding light on its implications for the broader landscape of US foreign policies.

After WW2, competition in public diplomacy flared up between USA and USSR, and two competitors financed several broadcasting institutions to shape other’s public opinion. The USIA was the official government agency of the USA for the public diplomacy initiatives between 1953 and 1999. The agency was, later, empowered with satellite connections and, as a result, globalized local television channels of the USA for the Soviet nation.
