Abstract
This study had objectives to study and develop digital policy and the Digital Economy and Society Development Action Plan Phase 2 (B.E. 2566–2570) (A.D. 2023–2027) and policy and the Digital Economy and Society Development Action Plan for Human Resource Development Phase 2 (B.E. 2566–2570) (A.D. 2023–2027). The results of the study were in accordance to the Digital Economy and Societal Development Implementation Plan Phase 2 (B.E. 2566–2570) (A.D. 2023–2027), which had six strategies in total; however, both of these two plans were linked to three related strategies. These three strategies comprised Strategy 2 to drive economic development with digital technology, which is further divided into three measures including to promote the development of existing and new businesses in Thailand through digital technology adoption, to utilize digital technology and innovation to improve businesses, and to promote Thai digital industry; Strategy 3 to create equitable society using digital technology, which is divided into four measures including to create universal digital accesses for all, to promote digital intelligence and digital literacy, and to promote equitable digital education and e-health for all citizens; and Strategy 5 to enhance human development for digital economy and society, which is divided into four measures including to promote digital skills appropriate to citizens’ occupations, to promote digital skills, to promote digital competency and expertise, and to support digital transformation leadership.
